topic Addin Help not working in Archicad C++ API

I'm building an Addin and I want to be able to display help information but the documentation on this is pretty sparse. So, in my Initialize routine I call RegisterAdditionalHelpLocation passing in the directory of my plugin and I get a "true" response. I have put a simple "index.html" file in the folder (per the documentation).

When my plugin launches and brings up its dialog, I hit F1 but all I seem to get is the archicad help. Actually, I get the browser with a blank screen divided into two panels and the URL points to "file:///C:/Program%20Files/GRAPHISOFT/ArchiCAD%2016/Help/Files/wwhelp/wwhimpl/js/html/wwhelp.htm". That's exactly the same as Archicad always gives me anyway when I hit F1.

The documentation also makes some references to providing a help viewer but it is blissfully quiet on what that means.

So, how do I get my help file to display when I hit F1 in my dialog?
