E.g. on Windows you could use <A href="https://learn.microsoft.com/en-us/windows/win32/api/winuser/nf-winuser-setwindowshookexa?redirectedfrom=MSDN" target="_blank">SetWindowsHookEx</A> as described in this <A href="https://stackoverflow.com/a/1024771/23450983" target="_blank">stackoverflow answer</A>. It's an old answer, but WinAPI functionality is often still usable in the same way as some time ago in my experience.
