    <description>The layer is unlocked... but is the section?&lt;BR /&gt;
Turn on the "Element Information Pop-up" (Info Tags) and &lt;BR /&gt;
hold the cursor over the section.  &lt;BR /&gt;
&lt;BR /&gt;
It will tell you if it is locked.</description>

      <description>If the layer is not lock then maybe just the section line itself is locked.&lt;BR /&gt;
Select it and go to EDIT menu &amp;gt; LOCKING &amp;gt; UNLOCK.&lt;BR /&gt;
Or use the unlock icon in the tool bars if you have one set up.&lt;BR /&gt;
