I would like to be able to hide the top element to adjust the lower element.

Habi,
You will probably need to create a special layer for the "single element" and hide that layer when you need to. I do this for 3D wall detail that I need to show in elevation or perspective views and not on floor plans etc.
Is this just a temporary thing, so you can edit 2nd element then bring first one back? Or are you just having trouble selecting the 2nd element? (In AC10 use TAB to cycle thru' available selections) Can you move top element a fixed distance, then move it back after adjusting other one? Otherwise Layers are definitely the way to go.
I miss the AutoCAD "OOPS" command. You could delete an item (or items), perform all sorts of other commands, then OOPS brought back the last item (or items) that were deleted.

I would take that area of the project in a thin marquee and work in appropriate 3D view ...

thank you all for your tips. For now, dedicating a temp "HIDE" layer would work the best for this particular tsak.

thanks again.
