Michael, you'll have to do it in the attribute manager. Duplicate an existing city and change the name, latitude, longitude and time zone as required.

Options > Element Attributes > Attribute Manager

<T>Help Center, Sun Study indicates to enter geo. location at Options>Project Pref>Proj. Locations. There, the "Cities" button indicates that the list of cities can be edited in the Attributes Manager. However, If you select the Cities button there, there is no apparent way to add a city - what is the protocol?</T>
