<T>I downloaded Garden%20Works%20Library.lcf from bimcomponents and it shows as being on my computer in first attached image. In next post it shows It's loaded with library manager (and yes updated), yet it is nowhere to be found in my loaded libraries.
I have other .lcf files loaded and they are accessible but not the bim garden one.
Maybe I've forgotten something to get lcf to show up in my loaded libraries?</T>

Looks like it is linking OK but I would edit the name of the original file to get rid of the "%20" in the name.
They shouldn't really be there - it is a Windows substitute for a space in a file name or file path.
Maybe the file is corrupt?

What do you see in the Library Settings dialogue?
You should see all those linked libraries as in your screen shot.
