The GLOB_PROJECT_DATE variable reports the current date and time as set in your computer's clock. It is a read-only variable as are all the Global GDL variables.
I don't quite get what they mean by "relevant view". First I supposed that relevant view would mean a view where text information can be displayed. This would include the Floor Plan, all Section/Elevation/Detail etc. Viewpoints, and even Layouts where you can place 2D GDL Objects that can display text. Text can be displayed even in the 3D by the proper command of GDL so I don't know why it is not possible there based on this post by Karl:

<LINK_TEXT text="http://archicad-talk.graphisoft.com/vie ... 7&start=13">http://archicad-talk.graphisoft.com/viewtopic.php?t=15517&start=13</LINK_TEXT>

So it seems to me the variable should work in all Viewpoints.

But the main answer to your question is that this is not something you set in ArchiCAD, but it reports your system date and time. If you change those in your computer, those changed values will be reported.
