Probably compatibility reasons - in 22...and for sure in 32 I do not see any advantages/disadvantages...

Objects inside are Unicode (but they were not at some point of time)

I think that these code has more to do language classifications as in ISO 639-1 (Wikipedia link)

Awaiting confirmation by Graphisoft team.
