Can I access the floor plan parameters in a zone stamp i am attempting to write a zone stamp that changes fill & color when the drawing scale changes

You can certainly set what you want dependent on the scale.
i.e.
IF A_ = 100 THEN
set what you want
ELSE
IF A_ = 50 THEN
set alternative values
ELSE
set default values
ENDIF
ENDIF

Yep got that but can I access the zone parameters controlling the
Contour Line Type & the Cover Fill

I get what you mean now.
I don't think you can.
Your zone stamp doesn't actually draw the zone itself.
You can request information from it but can't alter its properties.

You can certainly draw a fill as part of your zone stamp that will cover the zone but I am not sure how you would get the co-ordinates of the zone perimeter.
You might need an add-on to get that info.
