Which version of ArchiCAD?

In 21 / 22, you should be able to save your railing in 3 parts, a <S></S>Complex Profile<E></E> for the handrail, a <S></S>Railing Post<E></E> and a <S></S>Railing Panel<E></E>. Each of these can then be selected in the relevant parts of the <S></S>Railing Tool<E></E>.
For the railing post (this includes balusters), you 'Save Selection as Library Part'.

For the toprail, handrail and other rails you use a complex profile.

Here is a Helpcenter article for creating custom posts.
