ArchiCADO (http://archicado.free.fr/) has two free ladders, one with a cage and one without.

They're under the 'techniques" tab, and yes its in French, but the objects are presented graphically. The one with the cage is the al_echelle03.

Objects Online also has a Sip's Ladder Object for sale. Slightly more parameters.
