What is going on with my change ID's?

can someone please tell me why i can't get my change ID's to show what i've named them? when i place a new change marker i add a change id, in this example CH-08. and when i place the maker it shows CH-08 in the view. in the change manager it shows CH-08, when i look at the drawing in the layout book with the transmittal set still open the marker shows 05-WIP1, when i close the transmittal set the marker in the drawing shows 051. and my revision history object shows the change ID as 051. i really have no idea what's going on.

One thing to check is the Book Settings > Numbering of Changes in Revisions > Use Change ID.
