I think this is hard to say. On the one hand, if those Point Clouds are not placed, and those Surface Textures are not used in any of the Building Materials or anywhere else, I would think that should not really affect performance.

However, I don't know how much performance their mere presence causes in the Project File. For example, if there are thousands of Surface Textures are loaded in a library, I guess Archicad still has to keep track of them to some degree in certain operations.

I think you can perform tests about this: take two versions of the same Project File: one with all these Point Clouds and Surface Textures loaded, and the other one without them. Then, after working with both and doing the same things in both, you may have some sense or idea if this causes any perceivable difference in performance.

Does having large libraries, even if the objects are not being displayed or used, affect model performance?

For example, if I have a library with three GB of point clouds linked to my model, but the objects are not placed, will this slow down my model? Or similarly, if I have a multi-gig library of surface textures, most of which are not being used, does that affect performance?

Pretty sure library size only affects your initial load time. I originally used to load the entire Arroway library that we had into AC, but now have a seperate folder for ones that I have integrated into AC. Pretty sure I did this split due to the load times as AC indexes everyfile loaded.
