topic MEP elements can not be reserved in Libraries & objects

I have an interesting glitch; in a project, my computer can reserve the MEP toilets, but other team members cannot.
I am on an intel build, they are on M3/M4s. We checked the MEP libraries were loaded; parts were not showing missing, just appeared locked.

When they reserved, it still showed un-editable. All layers and elements were unlocked. When I attempted to reserve, it shows they have it reserved and kicks back a "request from" message. If they release, I can reserve and edit.
Digging deeper, we compared their add-on manager to mine. My add-on manager shows the hydronics add-on loaded fine. Theirs reports a < ! >; but their applications folder contains the add-on. It does look like their add-on is a version newer than mine.
Thinking that my out of date add-on is locking them out of the elements, I left the project, and they still do not have access to edit these elements.

...
What else do I need to do to get them access to reserve and edit these elements?

Do the others have Archicad Studio licenses by any chance rather than Collaboration?

oh, is the MEP exclusive? I don't know about their license pool... they are on bimcloud basic, so maybe they aren't updated
they had to have access to those tools at some point.
I guess I'll be swapping all the objects out for them... there goes my weekend

No, Studio does not have MEP.

Here are the key differences.

I'll have to check with them to see what their license type is
