This is NCS Title. I just used it to point out the parameters/attributes. The one I am working on has a custom graphical scale with a few other changes. Nothing major, just not available within the default titles.

<R>I would like to make a custom drawing title to match what a firm likes to see. Trying to make the AutoCAD to ArchiCAD as smooth as possible, and little things like this goes a long way.... What are the global parameters that define the scale and drawing title? Is there a list that I can refer to on global parameters for a drawing title?</R>

Here is a link to the GDL Center page on Drawing Titles: Drawing Title attributes. It is also good to look at some Graphisoft Drawing Titles to see how they work.
I gotta say, though, your example looks like it could easily be accomplished by using one of the existing NCS titles, so I'm not sure why you would need to create a custom label. (Even including the graphic scale bar; see "Additional Data".) Save as a Favorite and you're done.

Finally getting back around to this.

I attached a picture showing how he wants the title to be shown. I tried explaining how this all ties back to the page number, section number etc for automatic labeling/numbering. But I know when to pick my battles. Getting him to purchase Archicad, after just recently upgrading Autocad, was a major hurdle in itself.

Would the attached picture be easily achieved by copying and modifying the standard title? I have GDL experience, but this exceeds my knowledge on making these adjustments and still having it read automatically from the layout. I really do not want to go back to a separate custom object that I have to modify for each page/section. In my opinion, that is recreating the wheel and can cause mistakes on large projects where we have numerous sections and details...

Any pointers will be appreciated

It will not be easy, but possible. You will want to identify and keep whole the individual elements (like the circle with the reference text) and just move them around as separate elements intact. Adding the triangles to the reference circles should not be too hard, changing the appearance of the graphic scale may be the most difficult. The Graphisoft library parts tend to have dense code, with a lot of If/Then statements, but at least the code sections are labeled.
