Fixed transom over awning

This should be a really popular window configuration but I cannot find a way to display the awning operation with the upper unit being fixed. There is a "display as transom" option but I cannot figure out what that does. Opening line in 3D toggles both upper and lower. Am I missing something?

The casement is able to do this but cannot find how to do with awning window.

I don't remember if we have this windows in AC 18 but this is the way I can get it in AC 19, Try that.
