The program automatically calculate the scale, all you need to do is type the dim. you want, whatever mm or m(can choose from setup).

<R>Hi, i'm a student using archicad, and i have a file in the wrong scale: 1 meter is 1 millimeter so i have to make everything 1000 times bigger including heights.
How can i make it? i've tried resize but the heights remain the same </R>

In BIM, all modeling is done at full size. You do not draw at "Scale" as with drafting programs. After the model, THEN extract a conventional view at scale.

Your error is misinterpreting mm for m.

Yes, the Resize command applies only to x and y, heights and elevations must be fixed individually. Sorry to bring bad news. I hope the job is not too complicated.
