    <description>&lt;P&gt;Maybe you have installed python in a system location (in contrast to a user location).&lt;BR /&gt;If you then try to run pip in a terminal without administrator privileges, the package location of the python installation might not be writable for that user.&lt;BR /&gt;So I'd try first to run the terminal as an administrator.&lt;/P&gt;</description>
