Teamwork - how to really lock layers?

Is there a way to lock layers so that a Teammate cannot unlock them, just the Team Leader for example, like publishing?
I'd really like to lock the building axis for good and not again see a drafter accidently move one axis 10cm!

Not as a normal feature but you could create a sign-in called "LOCKED LAYERS" or such and just keep that "user" signed in except when you need exclusive access.

In addtion to locking the layer, why don't you use the "lock" command to lock down the axis. It will always stay locked until some one purposesly unlocks it.
