      <description>Not as a normal feature but you could create a sign-in called "LOCKED LAYERS" or such and just keep that "user" signed in except when you need exclusive access.</description>

In addtion to locking the layer, why don't you use the "lock" command to lock down the axis. It will always stay locked until some one purposesly unlocks it.&lt;BR /&gt;
