There is a library object in our model that to User A appears to be "Free for Reservation". An attempt by User A to reserve it has no effect - still "free for reservation". To User B, the object is reported to be reserved by User A. User B is able to request the object, and the request notification appears to User A, but granting the request does not change the object's TW status.

I expect we will save TW file out to a PLN and reshare...but I'm curious if anyone knows a workaround that could avoid those steps.

Instead of resharing, have you tried having User A leave and rejoin the project?

Also, before resharing, make sure to delete all local data belonging to the project in the Teamwork > Project > Local Data Manager dialog.

reasons I have seen elements not appear to be reserved or reservable:
-locked layers (options > layers - select all, unlock)
-locked elements (edit > locking > unlock all)
-elements not in server data (deleted by another user, elements only exist in your local data): send and receive, then teamwork > project > reload from server
-elements are MEP based and license does not grant access (best option here is to find someone with a full license that includes these features and have them replaced with ootb library parts). This will be obvious, since it will only be things like toilets, sinks, equipment/appliances, etc. and in the info box, it will not show with the object (chair) symbol, but with a weird cabinet looking symbol.
-teamwork bug pervasive in AC29 on the cloud server, where teamwork functions fail to process. You hit release all, and it spins for a second, but doesn't release. You hit send/receive, and it spins for a few minutes, but doesn't actually send data. I haven't seen this bug with reservations, but it could be that I just haven't noticed it. To test this one, draw a big red circle in your floor plan, do a s/r, then have the other team members do a s/r and see if they can see the circle. Delete the circle and have each team member draw their own (maybe in different colors). It should be obvious after everyone has done a s/r if one or more computers data is not sync'ing with the server data.
