Need "Searchlight/Spotlights" for Animation

I am using ArchiCAD 10 & ArtLantis Studio 1.2.6 Rfc0 (still, but that that's another story).

I am trying to create 3 "searchlight" spot-lights dramatically shooting up into the sky behind a bank building set on a hill for an animated commercial, and need advice on the best way to do this with the two programs mentioned.

Any help will be appreciated.

Does anyone here use Adobe After Effects and/or Final Cut?
Would those programs be the better way to go for these lighting
effects? Just curious...
