EDIT:
I can not verify this problem. I have tried it with Twinmotion 2020.2 on Archicad 24 and I get the same warning message.

I have tried it again, but with moving the location tag to the same area I was trying to grab. This time it worked.

<T>Hi, I just installed twinmotion for students on my pc. Everything seems to work fine except for the Geolocalization/urban context portion. I keep getting an error - no internet connection. I have a working internet connection, I'm not using a proxy, windows is updated. I'm not sure whats going on. I've sent an email to epic games and posted it on other forum but I've had no help. Any help will be greatly appreciated. Thanks</T>

Hi all,

Thank you very much for reporting the issue and I am very sorry about the experience!

Unfortunately, Twinmotion is developed entirely by Epic Games, therefore we were unable to investigate what is causing this issue.
I looked for this issue on the internet, and it is mentioned here that: They are aware of the issue with Openstreetmap, and they are working with Openstreetmap on getting this resolved.

I am very sorry that I was unable to help any further. I hope that Epic Games will be able to solve this soon!

Thank you for your understanding!

Best regards,
