how to use a picture map as surface?

Hi,

want to use a screenshot from Apple Maps as a ground / terrain surface for my project that gets also displayed in 3d view.

I already know how to set up new materials but I am not sure whether this is what I need.
I want to place the image, rotate and scale it as needed.
