I cannot reproduce this, based on the shadow on the cabinet it looks like there is some object blocking the light. Try posting screen shots of the Lamp's settings. You could also try a rendering using just the Lamp and Slab (countertop) to ensure the issue is with the Lamp's settings and not some other part of the model.
Hi David,

I removed the soffit that the lights were in so that only the halogen recessed 17 fixture is over the bar counter. You can see it just floating in the air. Screen shots below of the settings...
I have copied all of your settings (except height off floor), and I do not get this issue in LW. The only thing I can offer at this point is to suggest you isolate just one of the problematic halogens and one reflective surface and render that (no ceilings, etc).

Just looking at your original image, there is definitely something 'off' with the settings if you look at the light cones that are cast on the two cabinets and the range hood in the back/left. There should not be a dark 'center' cone if set up correctly.

I suggest that you marquee just one of those cabinet/counter areas to keep your rendering time down while you experiment with different cone settings. (Obviously, turn the sun off while doing this.)
It looks to me like the Halogen Recessed light object is causing its own shadow. You could try turning all of these lights off (so they don't actually give off any light) and use a Light Cone Down from the General Light folder to do the actual illuminating. Have this slightly below your ceiling surface / recessed halogen to avoid them casting shadows.

Jonathan:

The problem, which I was able to reproduce from your settings, has to do with the Flange Thickness. When I change this from 1/4" to 1/2" (the default setting), the ring disappears, so it looks like the fixture model is interfering with the light source. There may be other fixture variables that could also fix this. Either change the Flange Thickness, experiment with other fixture dimensions, or separate the light source from the fixture.
David,

changing the flange to default got rid of the light rings. Thank you! Huge improvement.
Now as before there is still some kind of inner light cone that has no light.
You can see it on the cabinet faces. I started to play with the settings on the inner light cone and it didn't work. I have to get back to work and stop playing
with this. It's a time warp!

Jonathan:

My guess is that there is still a part of the fixture model interfering with the light. Two options:
1. Start with the default values of the Lamp, and change them one at a time until you isolate the problematic parameter(s), then see if you can live with the default values or alter them to correct the interference.
2. Turn off the fixture's light, add a pure light source (like Light Cone Down 17) just below the fixture so there is not interference between the fixture and light.

Jonathan wrote:
Not sure how to get default settings back after changing them for Halogen

1. Option/Alt click halogen lamp (to load lamp in Lamp Settings)
2. Make sure no Lamp is selected, open Lamp Settings dialog box (will say "Default" in upper right corner)
3. Select one of the other Lamps in the folder, then select again the halogen lamp, it will now have the default values
Option/Alt click will load the lamp's folder. It is also possible just to open the Lamps Settings with no lamp selected, then navigate to the desired lamp. You can place one halogen lamp with the default values for easy reference.
