Not directly.

You have to open it in AC10 then save it down to AC9.

Should I save it as an archive file for version 9. I will be working on the file on another computer? Will any library parts be missing or does the archive save option capture the drawing files parts, attributes, etc...

Any Archicad 10 library parts will be unreadable to AC9.

The only way it really works completely is if you had a project in AC9 and loaded it into AC10, and kept all the libraries the same.

The attributes will be fine except for complex profiles, which were knew in AC10. Also, none of the layouts from AC10 can be opened in AC9 or Plotmaker.
