It should since I don't think Adesk change the format with 2019 but if it doesn't then get the person to do a "Save As" to a previous DWG format.

Or download Autodesk's Trueview program and you can change the DWG format yourself.

ArchiCAD will open the same AutoCAD versions that it will Save As. Which for ArchiCAD 21 is AutoCAD 2013 back to 2000. And for ArchiCAD 22 is 2018 and back to 2000.
I just confirmed that with the AutoCAD 2020 demo version.

I think it is interesting that Vectorworks can export or open (25) different AutoCAD versions from AutoCAD 2019 all the way back to version 12.

Here is where you can Download AutoCAD DWG TrueView 2020

<LINK_TEXT text="https://knowledge.autodesk.com/support/ ... eView.html">https://knowledge.autodesk.com/support/dwg-trueview/learn-explore/caas/sfdcarticles/sfdcarticles/Where-to-download-previous-versions-of-DWG-TrueView.html</LINK_TEXT>

But even this DWG TRUEVIEW 2020 does not convert to a 2019 version. But that could be because there is no difference in a 2018 and 2019 .dwg ?
