Which AutoCAD dwg versions can I import into archicad 19 and/or AC18? 2013, 2014, 2015, 2016? Where is this documented when a new release of ArchiCAD comes out?

In the DXF/DWG Translation Setup Dialog, in its Save Options page, you can see in the File Format field the AutoCAD versions supported. The latest is AutoCAD 2013.
However, what you need to know and is also visible in the field, that the file format changes every 3 versions. So, for example, AutoCAD 2014 and 2015 also use the same format as AutoCAD 2013.
So the answer to your question is that ARCHICAD should be able to open DWG files of version up to AutoCAD 2015.

As a workaround I have AutoDESK Trueview installed (free DWG viewer). This can save back DWG to older version.

It's also handy to proof-read DWG I send out
