I don't quite understand the full difference between the 2 types, however, after a little research I find that this is infact a shx font. I am begining to think that since this is an shx font then the 'skip all' button at the place external reference dialog box can't be used and my mistake is not navigating to the exact shx file. My fix was to change the shx fonts to a true type font in AutoCAD then reload my xref's. Thanks for the questions that led to this solution. Replace it with a similar TrueType, and change the colour to black.
