It could be a Java issue.
Uninstall Java and then install the version of Java that comes with the version 9 installation.
I think the installation will install it automatically anyway if Java can't be found.

You can update Java afterwards if you want.
If I uninstall Java will that give me problems on my computer.
See instructions below:

http://www.archicadwiki.com/Windows%207

ArchiCAD 9

The following steps need to be completed to install ArchiCAD 9 on Windows 7.

Uninstall all installed Java versions from the computer*
Install the Java version from the ArchiCAD 9 disk
Run ArchiCAD installer, and select "Custom" install option
Exclude "GS Shell Extension" component from installation
Run the installer
Reboot system
Re-install the latest Java environemt

Update WIBU-driver (Download driver from here)

*ATTENTION: UNINSTALL JAVA AT YOUR OWN RISK. Refer to www.java.com for the proper uninstall procedure. The removal of Java may have adverse affects on your system and is not advised unless you understand the risk and are competent at performing such procedures.

{i} Most of the issues reported on Windows Vista apply to Windows 7 as well.

It is always at your own risk.
As Archicad Wiki states you can reinstall or update Java after you get 9 installed.
It shouldn't be a problem but it is always wise to make sure you have your important data backed up on an external drive.
I have done it before with no problems if that makes you feel any better.
Did you download the Archicad 9 installation files?
If so maybe the download is bad or incomplete.
If it was a download then try downloading it again.

If it is on disk does the installation screen load when you insert it?
If not what happens if you try to run the 'setup.exe' file.

And why Archicad 9?
Is that all you have a license for?
I assume you are trying to install a proper copy and not a pirated one?
I would never trust those.
