It is usable but not recommended since the video card is not pro-grade.

Does the MacMini's Intel HD Graphics 4000 supports OpenGL 2.0 for 3D viewing?

Intel® HD Graphics 3000 & 4000 Controller supports OpenGL 3.1 and 4.0 respectively.

But be aware of the following:

For the best performance choose Mac computers with dedicated graphics cards. Integrated Intel HD 3000, 4000 cards work with ArchiCAD, but their performance is limited.
