Here is the ArchiCAD 17 Migration Guide for AC 9:

<LINK_TEXT text="http://helpcenter.graphisoft.com/guides ... 9/#1293798">http://helpcenter.graphisoft.com/guides/archicad-17-int-reference-guide/migration-guide-for-archicad-17/migrating-from-archicad-8-1-or-9/#1293798</LINK_TEXT>

And here is the PlotMaker-specific part:

<LINK_TEXT text="http://helpcenter.graphisoft.com/guides ... 7/#1295551">http://helpcenter.graphisoft.com/guides/archicad-17-int-reference-guide/migration-guide-for-archicad-17/migrating-from-archicad-8-1-or-9/migrating-plotmaker-layout-books-to-archicad-17/#1295551</LINK_TEXT>

But it is also possible to copy Master Layouts from one project to another (AC10 and later). Here is how:
Open the Organizer Palette. On the right pane, display the Layout Book of your Project.
Now, click the Project Chooser button in the upper left corner of the Organizer and activate the Browse Project command. Then locate your other PLN file and open it. Its Project Structure will be displayed in the left pane of the Organizer. (You can open PLA files, even earlier version files)
Now, switch to the Layout Book in the left pane, select the Master Layouts you need and simply drag-and-drop them to the right pane, to the Layout Book of the current project.

I am trying to help a friend migrate from AC9 to AC17. I know computers pretty well but not the specifics of AC. We did manage to get his projects and libraries over but apparently master layouts don't migrate so well. SO . . . I rebuilt his D-Architect size master layout with box set up, logo etc. Now I have the problem of getting the projects that we migrated to pick it up. Apparently you can't just copy a .tpl -- that I can figure out -- and I can't find anything to let me browse to a master to be used. So for now, I am having to "create a new master", set up the sheet size and margins, and then copy and paste the lines, logo etc. from the one I made. But this is kind of a pain to do for every project. Anybody got any ideas?

You won't get Masters from AC9 as (as far as I can recall) Layouts were still in Plotmaker at that time. But if you open Organiser you can browse your Plotmaker Layout Book file (.LBK) with the Project Chooser button (top left) and drag Masters from the LBK file into your current file.
