Eduardo gave you the link for where to get the converter versions.

The question of which version can read/write which files is answered in this Wiki article:

http://www.archicadwiki.com/ArchiCAD%20versions

As Eduardo pointed out, the AC 10 version there will read your 7.0 files (anything 6.5 and above). This should run on your 64 bit Vista machine, but note these (numerous) issues:
http://www.archicadwiki.com/Windows%20Vista
particularly regarding the WIBU driver.

Cheers,

<T>I need to open and use some older detail files created on AC version 7
can't open them with V12 which is the oldest version of AC that I have on
my computer. Am currently using AC 14. Which version do I need to transition these files or save them up to 12 and then to 14 and where can
I get it? Don't have the older versions disks anymore. Also, I am now running a 64bit machine windows vista ultimate. Can I even do this?

Thanks for the help</T>

I've got AC as far back as v.9 installed on Win7 x64 (directly installed - not in XP mode). Check the link that Karl posted and you will see how.

Thanks again everyone!
Figured it out and was able to save the older files so that they open on 14.
The files I needed were all lines and fills, details from when I used to do
the structural details myself from plans and sketches from the engineer.
Due to the current economic nightmare I have found myself doing the details again, because clients don't want to shell out the money for the engineering.
