How do I adjust the screen size of the stair default settings so this won't happen all the time. I am using laptop.

The minimum required screen resolution since Archicad 23 is 1440x900 pixels:

<LINK_TEXT text="https://graphisoft.com/resources-and-su ... quirements">https://graphisoft.com/resources-and-support/system-requirements</LINK_TEXT>

In Archicad 22 and earlier, it was 1366x768, which I suppose is the resolution of your laptop.

Currently, there is one thing you can do, which can give you about 80 more pixels vertically. You can move the position of the Taskbar to the left or right side of the screen. Right-click the Taskbar, and choose Taskbar Settings. In the Dialog, make sure that the "Lock the taskbar" slider is set to OFF and the "Automatically hide the taskbar in desktop mode" is set to ON, so it will hide when not active and will not occupy screen space from the applications even when it is not hidden, freeing up much-needed space.

And, before your next laptop purchase in the future, make sure to check the system requirements.

Do you have display scaling active? It has caused issues in the past in regards to dialogue and window scaling...
Archicad is not really made for such small display resolutions.
Get yourself a better display.
Otherwise you will run into problems all the time.

As in an external monitor to work off. What resolution is your laptop screen?
