I have no idea about the first link you posted.
I assume this is when you try to access help from the help menu.
I think it may depend on you default browser.
It should connect with the online help which as far as I know is the helpcenter link as below.
It doesn't work for me either.

But the helpcenter link is (can be accessed at the top of this forum page in 'Useful Links' ...

I think this changed to a secure (HTTPS) website a while ago.
