Educational License Download

Hello,

I am living in Germany but studying in Austria. I made an account I set my country to Germany, now I can't select my university in Austria for my educational license. When I change the country to Austria nothing changes. Whenever I try to download the software, the country in the selection is set to Germany. Can anyone help me? I even tried to create a new account with just Austria but it always changes to Germany when it comes to selecting the University.
