As noted in heading; Dialog windows are the max extent of my screen and can't be resized smaller in Archicad 28 on Windows 11
such as when opening files or importing external content like pdfs or merging files like dwgs.
I see a lot of comments on this for macOS in search but not many recent ones for PC.

Operating system used: Windows 11

Did you try ALT-Space, then 'restore' or alike?

It's a WIN thing, not an AC thing - the dialogues you mentioned are file dialogues, so it's basically the windows explorer. 🤓
