as it is pla, i dont know why the library is missing.

and i've install IFC 2x3, but the add on is missing too, how can i solve?

Yes, it looks like only the latest IFC version was made for ArchiCAD 12:

but i've downloaded ifc 2x3 already............

is it because of the difference of ifc version????

If you have not stored any data in any IFC field (e.g., you have not been using IFC export on this file already), then you should just click the "OK" button in your screenshot to delete the IFC data and not worry about it.
