As Karl F. says, model everything at the correct elevation. Use the Reference Levels to set up to 3 elevation values. Each time you place any element, you are given a choice of which reference level you are placeing it relative to. e.g. the chair on the active story or the dock relative to the sea.

1. Set your Project reference levels: Options> Project Preferences> Reference Levels

2. Choose to which reference level you are placing each object relative.

<T>Hi All - I have made a mesh model and all the levels are as per on the actual site - Is is best to drag it up / down and then start buildings at Zero by hot hot linking them in.

Or do leave I leave the landscape where it is and when i hot link the proposed buildings in do then adjust them individually ?

Thanks for any top tips guys ?

We always leave the mesh at true height and then shift the buildings to suit. If you are modelling the buildings separately and then hotlinking them in this should be quite easy, unless you have mutiple buildings with differing story heights (which gets messy).

This is if you have multiple buildings and they are at different levels.

For the buildings themselves, make sure that you use the same story levels and the same amount of stories. The master site should have the same settings. Do this even if the buildings are set at different levels on the site. When you are ready to link them into the site, reference the same level of each building model to the corresponding level on the site and set the elevation as require.
