Guide line incremental angles

Are the incremental angles @ guide lines cumulative? I have an angle of 22.5 degrees set in the dialogue box. I would assume that the guidelines would set at 22.5, 45, 67.5, 90....and so forth. It does not appear to work that way.....is there another setting I am missing?

Try Work Environment > User Preference Schemes > Guide Lines > Increments of Guide Lines: 22.50˚.

Have that set as you describe. However, guideline only goes to 22.5 degrees specifically, not increments of 22.5.
