Hello,

On several websites they sell so-called OEM versions of archicad version 15.

price about 380 dollar, so 10% of the non-OEM version.

Is anybody familiar with this?
or is this a scam website?

There are no such discounted versions of AC, and certainly no "OEM" version.

Any site selling such things is selling bogus versions.

These are all cracked versions for this price. These people try to lure you into buying it by offering you a software for a fraction of its official price. But there is no guarantee that it will work. You can never know what functionality will not work because of the crack.
Also, I would never trust a warez or crack site to download stuff. They may also put spy programs or viruses on your machine.
