Or to draw a new wall at the location you want without having to drag it.

Activate the wall tool.
Place cursor at the point you want to measure from.
Type X or Y for the axis you want to measure along.
Type the distance then + or - depending on the direction you want to go.
Press enter and your wall will start to draw.
Move mouse and enter the direction and distance you want to draw the wall.

If you don't want to measure along the X or Y axis then you can type A (for Angle) instead and then R for Radius (distance).

Or you can use the Measure tool.
Place the user origin at the location you want to measure from (Alt+SHIFT and move mouse over the point where you want the user origin is the shortcut to place it).
Type M for measure and type in the distance you want.
Press the little target icon to mark location - this will add a guile circle and a guide line at the distance you specify.
Now just draw your wall.
The point you select on the Wall in step 3 is the point that will be used for the measured distance in step 6, the Wall has not yet been moved.
You click on the wall you are moving, then hover the cursor over the wall from which you want to measure (without clicking). Then type in the "X 3000 + ENTER", again without any clicking of mouse.
