[AC21] Railings of associated stairs don't show up above home story

<T>I've got an issue where railings do not show up properly when the direction of the stair is flipped. All I did in the image sequence below was make a duplicate of the bottom stair and associated railings (all home story 0) and mirror it.

Observed: railings show up properly on story 1 (home+1) for the bottom stair but do not show up for the top stair. They only show up on the home story (0) for the top stair.

Expected: Railings show up for story (home+1) for the top stair just like for the bottom stair.

See attached image. Also shown are the relevant settings for the railing and associated stair.</T>
