In version 20 you will need to "Save As" to version 19 format.
Then open in 19 and "Save As" to version 18.

So between you and the person who sent you the file you will need to have version 20, 19 & 18 installed to convert it.
If you save as a previous version, Library Parts will not be converted, since they are located somewhere on a hard drive, not in your Project File. So all those library parts will be missing when the file is opened in the previous version.
However, Library Parts in the Project's Embedded Library do get converted back to the previous version. So you could save all your placed Library Parts into the Embedded Library, and then save it as previous version. That way all those library parts will also be converted back and will be available in the saved previous version file.
