Looks to me like you have a second slab in exactly the same place.
2d doesnt show any other slabs and i tried making multiple cutout in the same place but it still doesnt work. I can cutout fine on roofs but not slabs.

I made another slab and it cuts out fine but this one wont there has to be a reason why

Could it be that the building material intersection priority of your operator slab is weaker than your target slab, and therefore is being automatically removed? If it isn't there it can't subtract from the target slab.

My guess is still that there is a second slab there.
What happens if you select the slab in 3D and delete it?
Is there still a second slab there or are you left with nothing?
You can always UNDO to bring it back.

Using the Quick Select option for the selection arrow (magnet icon) can you select the surface of what is filling the hole in 3D and delete that (I think that is your second slab).

I am assuming you used the pet palette subtraction option to cut the hole.

What shows when you select just that slab in plan (ensure you have only one element selected) and view it in 3D?
If you see an empty hole then you have a second slab somewhere.
If it is still solid in 3D then I am fresh out of ideas.
