why can't i snap to trace?

for some reason that i'm not able to figure out, i cannot snap anything to the trace. and i'm not finding anything in the user guide that suggests you can turn it on or off. am i missing something or is this a bug?

I am not having any trouble here.
Are you sure your trace is of something that is snap-able and not just an image?

Is it a Section or Elevation?
