I can see these are Profiles, and not Composite Walls. Because the curb is higher than the road, it won't cut out because there is nothing to cut it out (because of the height difference).

A couple of ideas:
- model the road separately to the curbing, therefore you intersect curbing with curbing and not through the road > recommended
- add a "air space" building material fill on top of the road, level with the top of the curbing (air space with a strong intersection priority) to cut out the curb that's on top of the road

<T>Hello,

I am trying to intersect two exactly same wall complex profile. Same intersection priorities, same everthing.
Even though in 2D it shows correctly in 3D is not. Showing you two tries:
1. Everything the same
2. One has junction order lower than the other (still the border gets through)

Thanks</T>

It is not so much the junction order but the Building Material strengths you need to worry about.
I assume these are roads?
The centre bitumen material needs to be stronger than the kerbing and footpath materials used in the composite.
Yes, i am trying to build roads.
And yes the bitumen is stronger than the kerb and the sidewalk, but still no success.

Make sure that the wall reference lines intersect (touch) each other.
This should happen automatically when you place the walls, but it may not always be the case.
