I have also have found those "0" settings and use them, but my stair does not look as nice as yours. I tried changing the base line location and redrew the stair, but I do not have the control I want. Here is an image of my settings:

<T>I have tried multiple configurations for the stair settings. I have not been able to force the treads to use up the excess landing that is created. If the treads would move back, there would be more than enough room for the start and end points to line up. Please help.</T>

Try setting the distance of the riser from the landing to zero or what ever distance you want.
You should be able to change your existing stair and then try to adjust it but it may be easier to model a new one.
Looks like your base line is on the inside. Could this effect the placement of the landing when placed automatically? I tried building it manually with some success.

These are my settings - they look much the same (metric of course).
I have a couple of extra rules active but I don't think they will make a difference.
We both have our 'going' (tread) length locked which I think is a good thing.
To me it makes no difference if the baseline is left or right, but what is important is that to get the 'zero' distance corners you must snap the to the stair tread - you will get the black pen at that node.
I also don't use the pet palette to swap between flight and landing.
I just set the stair turning type to either landing or winder and leave the pet palette set to flight, then place my stair ensuring I use the tread nodes for the corners.
