i use Snap Point Constraints.

for me to snap to a point in this instance, i have to actually place something to remember / tag that point. in this case, i want to place a Hotspot in the intersection between a horizontal & vertical dimension string:

activate the Hotspot tool

activate Snap Point Constraint (my shortcut is "D")

click on one point of a dimension string

hold shift & move the mouse in line with first dimension string towards the second string.
click to place hotspot.

note: depending on your default Snap Guide Division settings (mine is set to 4) it may place it halfway between your first & second clicks. i never set it to halfway. I set it to 4 so i can chose whether to have it halfway, at the end or at 25% or 75% of the length between the 2 mouse clicks.

It seems you can not invoke snap guides (blue guides) from dimension lines or their nodes.

However you can drag the orange guide lines from the edge of your screen to the dimension lines or nodes.

This will give you an intersecting point.

You just have to delete the guides when you no longer want them.
