I get that it's probably my fault when the Stairs tool simply refuses update, but surely if I want to simply move a set of stairs to another layer that should work the same as any other object?

I have one stairs that just won't transfer, and another that changes configuration when it's moved to another layer (winder becomes 3 steps instead of 4)

Both are modified copies of a previous stair

Strange behavior indeed. Can't think of any reason that would happen other than a bug or a corrupted object. I assume the layer you're trying to move it to is not currently locked. Try matching properties on the stair in question (using the eye dropper tool with all element transfer setting activated) and then recreate the stair off to the side in the model. See if it behaves in the same way.
