topic Railing Not Breaking between stories in Modeling

My building is three stories. The stairs will show properly with breaks. The railing on the first level (between first and second) will break properly. But the railing on the second will not break. I have even copied the railing below that does break and put it on the story that does not break. That railing copied will not break once placed on the second story. What is going on?

I think this is difficult to answer without a test file.

I figured that it would be, and a test file could be available to those willing to help.
